The main function of "Jrar" Closed Joint-Stock Company is to supply irrigation water to 15 Water Users' Associations providing irrigation services in various regions of the Republic, as well as to maintain and operate the water systems handed over to its possession and use. These systems include state special-purpose reservoirs of the Republic of Armenia, main canals, pumping stations, and other hydrotechnical structures. 100 percent of the shares of "Jrar" CJSC are state-owned.

"Veolia Djur" is a closed joint-stock company whose main functions include water supply, sewerage, wastewater treatment, sewage purification, water quality control, and accident management in various regions of the Republic of Armenia. A tripartite lease agreement for a term of 15 years, from 2017 to 2031, was concluded between "Veolia Djur" CJSC and the State Water Committee of the RA.

Pursuant to the lease agreement, "Veolia Djur" CJSC carries out the operation, servicing, and maintenance of drinking water supply and sewerage systems. The service area of "Veolia Djur" CJSC covers 380 settlements (retail water supply services), including the capital city of Yerevan, 45 other towns, and 334 villages. At the same time, the CJSC provides wholesale water supply services in 65 settlements.

There are 15 Water Users' Associations (WUAs) operating in Armenia.

WUAs are self-governing, non-profit organizations with the status of a legal entity. They carry out the operation and maintenance of irrigation systems and ensure the supply of irrigation water to water users located within their service areas.

The activities of Water Users' Associations are regulated by the Law of the Republic of Armenia "On Water Users' Associations and Unions of Water Users' Associations," the Civil Code of the Republic of Armenia, the Water Code of the Republic of Armenia, other legal acts, and the charters of Water Users' Associations and unions of Water Users' Associations.

The Technical Commission for the Use and Protection of Water Systems is a professional body formed on the basis of the requirements of the Water Code of the Republic of Armenia and Decision No. 686-N of the Government of Armenia dated May 8, 2003. The Commission carries out assessments of the technical condition and safety level of hydrotechnical structures (hereinafter: HTSs), as well as submits professional recommendations aimed at ensuring the safety of HTSs.
