On July 16, 2025, the Republic of Armenia and the European Investment Bank (EIB) signed the Financial Contract "Armenia – Resilient Syunik Project EFSD+ Special Investment Window 1." The total value of the project is EUR 50 million, divided into two equal parts: EUR 25 million is allocated for the improvement of water supply systems in settlements, and EUR 25 million is designated for education and health components.

On February 4, 2026, a cooperation agreement was signed among the European Investment Bank (EIB), the Ministry of Territorial Administration and Infrastructure of the Republic of Armenia (MTAI), the Water Committee of the MTAI, and the Armenian Territorial Development Fund (ATDF) to provide technical assistance consultancy services for the preparation of the water supply component of the "Armenia – Resilient Syunik" (RESYP) program.

Within the framework of consultancy services funded by the EIB (EUR 2.7 million), the objective of the Technical Assistance assignment is to assist in preparing an investment project for the drinking water supply component that meets expected requirements, including EIB funding criteria, based on a clearly defined project scope, implementation plan, and cost estimates.

The implementation of the project stems from the priorities of the 2021–2026 Government Program of Armenia ("Water Economy," "Energy," "Tourism," "Healthcare") and is aimed at modernizing infrastructure and strengthening community resilience.

As part of the Technical Assistance, water supply systems in 55 indicatively selected settlements in the Syunik region will be studied, and feasible water supply schemes (for the construction, repair, and rehabilitation of municipal and rural water supply infrastructure) will be developed alongside technical and financial assessments.

Project Objective:

The program aims to improve access to reliable and safe drinking water supply for the population of the Syunik Region, enhance the socio-economic resilience of communities, support the integration of displaced and host families, and promote sustainable economic growth through infrastructure development. Significant emphasis will be placed on reducing water losses, expanding household connections, and improving overall system operational efficiency.

Expected Outcomes:

The modernization of drinking water systems will enhance service reliability across the region. These investments will contribute to improving both the quality of life for residents and economic performance by reducing service limitations and fostering more resilient and efficient local communities.
